A. are

This construction was dealt with in one of our original Tips series, Tips for Better Writing (click here to see the Tip).

Option A is often mistakenly used. It is wrong here because the sentence describes things not as they 'are' but as they 'should be'.

Options C and D are incorrect because the sentence already contains the word 'require'. Only one expression of obligation is necessary - the tautology is easier to see with a different expression for obligation: "The law requires that the members ... are required to be disclosed..."
