'Whether X or not' or 'Whether or not X' are correct.
E.g. 1: Whether or not you know it, this is correct.
E.g 2: Whether you know it or not, this is correct.
In speech 'regardless of whether ... or not' is common, but it is not good English.
Use Regardless of whether' or 'Irrespective of whether' WITHOUT 'or not'.
Remember that 'irrespective of' is very formal.
