These three expressions are equally common*:
- "...raised suspicions that..."
- "...aroused suspicions that..."
- "...gave rise to suspicions that..."
It is common for non-native speakers to use the verb 'rise' in this phrase. However, 'rise' is an intransitive verb i.e. it does not take an object (e.g. 'The sun rose at 6.30am this morning' and 'Property prices are rising again.')
(Some Tips readers may find it interesting to note that: the 'suspicions' seems more commonly used than 'suspicion'.)
